Only the airforce swings the balance and they cannot be everywhere on the large map. The Soviets begin with many good units with the capability to build quite a few more and the time to accumulate more prestige. General Information - The Russian weather can and probably will turn ugly for a few turns depositing rain or snow upon the fields further slowing German advancement.
